It would be chaos without it. All Mr Heron has pointed out is the fact that it was introduced ILLEGALLY. Without abiding by the law! It was the assailant.<BR/><BR/>The stabbing was a outrageious response to a parking ticket!<BR/>One does wonder where the police were at the time?<BR/><BR/>In any case recieving a parking ticket from somebody who deliberately refuses to discuss the issue, actually has no room for discression and probably has an incentive to issue as many parking tickets as possible.
