Scottish Parliament admits Decriminalised Parking doesn't work

...Traffic Wardens are better than Parking Attendants.

In a report by theScottish Parliament 'Tackling the Abuse of Off-Street Parking for People With Disabilities in Scotland' it reveals that the public are more likely to comply with off-street parking requirements in areas which have not been decriminalised. Furthermore, the level of abuse is lower.

An RAC spokesman said their own research had led to similar conclusions:

"Nowadays, many people feel that they're filling a council's coffers, and we have research that shows private parking attendants, like the ones many councils employ, come bottom of tables in terms of trust among motorists."

We would hazard a gues that a similar study for on-street compliance will arrive at the same conclusion.

More and more motorists are seeing Decriminalised Parking Enforcement as simply a stealth tax on the motorist and as more and more examples of abuse by councils are revealed ( enforcing illegal bays, non-compliant paperwork etc.) then the suspicuious, cynical motoring public will see through the claims that DPE is simply about keeping the streets clear and traffic moving.

When the number of tickets issued increases by a factor of ten when a local authority goes across to DPE and the council are allowed to keep the money and private contractors reap a rich reward from the lucrative contract then is it any wonder more and more motorists are seeing through this scam?
