It seems that there is a problem across the country with Blue Badges being set incorrectly or displayed the wrong way up. Therefore, one must assume that the instructions are not as clear as they should be. But to address and solve the problem would mean the cash harvest from such contraventions would be removed.
However, some local authorities do exercise discretion for such mistakes and cancel the PCN on the production of the 'right side' of the Blue Badge or an explanation as to how the 'error' occurred. So, if one local authority does and another does not then it would give grounds for a complaint.
I think the time has now come for the Department for Transport to intervene and work with Disabled Motorists groups to devise a new type of Disabled Badge which cannot be displayed the wrong way up and with a built in clock so you do not have two different bits of cardboard to worry about. In this day where we can triangulate a persons position to the nearest metre via a mobile telephone it is not beyond the realms of modern science to create a Blue Badge with an integral digital time clock which shows the time parked.

I think that if you check you will find that they are going to be gradually bringing a new scheme in over the next three years were thay are changng the colours of the badges. The badges will gradually be changed to different colours depending on the sex of the driver. Good idea!
Not much good having a badge that shows the sex of the driver as, quite often, the driver is not the disabled person. ie Taxi drivers, spouses etc.
