An appellant joined the Parking Appeals website after receiving a Medway Council Penalty Charge Notice and subsequent Notice to Owner. Setting aside the flaws in the parking restriction, the Notice to Owner was 'non-compliant.'
The Council have been put on notice that all Notice To Owners MUST be withdrawn with immediate effect. Then comes the big matter ... how many have suffered at the hands of the council and the non-compliant notices?
