The government must consult more widely on regional policy, a think tank has warned.

The New Local Government Network said on Monday that regional policy is being driven by government insiders and a small group of people in frontline areas.

The report warns that politicians and those involved in the delivery ofregional government and services believe they are excluded from the decision making process.It says that regional bodies are content to "firefight" issues which emergefrom regional assemblies rather than direct policy.

The paper, "Are we ready for regions?", suggests a sense of dynamism and inclusiveness is absent from the process."The government hasn't sold the project to the general public as much as it might have hoped, but it certainly hasn't sold the project to the key people who would be affected," said report author Warren Hatter.

Are we ready for Regions? is a new NLGN report based on a survey of key individuals working in the Public Sector in the three 'front-line' regions of northern England.

The survey results, based on a series of recent interviews, reveal the extent to which the North East, North West and Yorkshire and Humberside are prepared for the ongoing transfer of powers from Whitehall.
