Justice for Parkers
Purpose
To change the law in order to get Justice for Parkers


Aims
1.
No penalty notice should be issued unless it can be proved to be justified and reasonable within the intent of the 1991 Road Traffic Act. ie. To keep traffic moving and to free up parking spaces.
2. The Traffic Warden or Parking Attendant must observe the vehicle for at least ten minutes before writing out the penalty notice.
3. The Traffic Warden or Parking Attendant should not receive any payment, penalty or incentives based on the number of penalty notices issued.
The departments responsible for issuing penalty notices and collecting fines must be totally separate from the department responsible for hearing challenges (appeals)

Justice for Parkers in sight, at least in Stoke-on-Trent
Pam Bryan co-ordinator of the Justice For Parkers Campaign met with Stoke-on-Trent’s elected Mayor, Mark Meredith on 19.12.05 to put forward the case for the need for justice, clarity and commonsense in the way the Parking department deal with members of the general public following many complaints about unfair parking penalty tickets.

The Mayor agreed to establish a complete review of parking policy in Stoke-on-Trent within the next 6 to 8 weeks and that policy will look at guidelines and training given to Parking Attendants. It will also look at the case to separate the department responsible for collecting parking fines and hearing appeals against fines issued.

Pam Bryan met with Robert Flello MP on 7.01.06 and he agreed to try to change the law to ensure Justice for Parkers to this end he is introducing an EDM Early Day Motion into the House of Commons to assess the support amongst his colleagues for a change in the law. It is essential that MPs all over the country get letters from the constituents asking them to support this motion.

What EDM? Can't find any evidence that Robert Flello has tabled any such EDM.

He set up EDM 1933 for Blue Badge Holders, that's it.
