Sunderland and NCP knew about the MacArthur v Bury case

Sunderland City Council knew in May about the MacArthur v Bury case and the fact that a PCN had been cancelled because there was no 'Date of Issue' which was potentially prejudicial for the motorist.
The Legal Department, in the form of the Assistant City Solicitor issued 'legal advice' to the Head of Parking Services to change the PCN to include the date of issue without delay. The DPE Post Implementation Review mentions this below...yet the PCNs weren't changed for some five months
